Amends the Stevenson-Wydler Technology Innovation Act of 1980 to increase the number of Malcolm Baldrige National Quality Awards that may be made to qualifying enterprises in any year. Prohibits any award from being made within any category in which such an award may be given if there are no qualifying enterprises in that category.
