Summary
Directs the Secretary of the Treasury to determine for each fiscal year the amount of taxes attributable to each State which are paid into the Highway Trust Fund. Directs the Secretary of Transportation to insure that each State will be apportioned an aggregate amount of at least 80 percent of the amount of such taxes in Federal-aid highway program funds.
