Summary
Provides for a Secretary of the Coast Guard in the Department of Transportation appointed by the President by and with the advice and consent of the Senate. Provides that the Secretary of Transportation (or the Secretary of the Navy whenever the Coast Guard operates as part of the Navy) must carry out all the functions, powers, and duties relating to the Coast Guard through the Secretary of the Coast Guard.
