Summary
Authorizes the Administrator of the Environmental Protection Agency to provide financial and technical assistance to States and localities for the construction or acquisition of sewage sludge disposal facilities. Stipulates that such grants shall equal 75 percent of the cost of such construction or acquisition. Establishes limitations and conditions prior to approval of grants for projects under this Act. Requires that plans for facilities be consistent with applicable provisions of the Federal Water Pollution Control Act and the Solid Waste Disposal Act. Establishes procedures governing the allotment of funds to eligible recipients in accordance with regulations to be issued by the Administrator. Authorizes the appropriation of such sums as necessary for the purposes of this Act, but not more than $100,000,000 for the first fiscal year beginning after the date of enactment of this Act.
