Authorizes the Administrator of Veterans' Affairs to implement a pilot program to make scholarship grants to individuals attending medical schools on the condition that such individuals will serve in Veterans' Administration facilities for a period of time upon completion of professional training. Limits the amount of any scholarship grant to an individual for an academic year to $5,000. Authorizes appropriations to carry out such program of $2,500,000; $3,000,000; and $3,500,000 in fiscal years 1976-1978 respectively. Authorizes necessary appropriations for fiscal year 1979 and succeeding fiscal years.
