Summary

Directs the Secretary of the Treasury to secure directly from the Board of Governors of the Federal Reserve System, the Federal Deposit Insurance Corporation, and the Comptroller of the Currency annual report containing the amount, date, and obligor of each loan and investment of the bank in each country which meets the criteria for denial of assistance for violations of human rights under the Foreign Assistance Act of 1961: (1) one such report to be transmitted not later than January 15, and to cover loans and investments made during the six month period ending December 31 of the preceding calendar year, (2) the other report to be transmitted not later than July 15 and to cover loans and investments made during the six month period ending on June 30 of such calendar year. Requires the Secretary of State to provide the Secretary of the Treasury a list of those countries which meet the criteria for such denial of assistance. Requires the Secretary of the Treasury to notify all domestic banks of the names of such countries.
