Summary
Amends the Second Liberty Bond Act to increase, by $10,000,000,000, the amount of bonds which may be issued at a rate above four and one-half percent. Permits the Secretary of the Treasury, with the approval of the President, to increase the interest rates and the investment yields on any offerings of United States savings bonds for any interest accrual period.
