Amends the Aid to Families with Dependent Children program of the Social Security Act (Part A of title IV) by providing full Federal reimbursement for any increases in a State's payments under such program which reflect rises in the cost of living, as measured by rises in the Consumer Price Index since 1973, or are due to an increased caseload, if the State agrees: (1) to provide for cost-of-living adjustments in such payments; (2) to implement a program of aid to dependent children of unemployed fathers; and (3) not to impose any new restrictions under its approved State plan of Aid to Families with Dependent Children.
