Summary
Requires the pilot of any civil aircraft, each time such aircraft is operated in air commerce, to file a flight plan containing such information as the Secretary of Transportation may deem necessary to assure that emergency and rescue service can by provided promptly to any such aircraft which is lost or in distress. (Adds 49 U.S.C. 1421(f))
