Summary

Handicapped Citizens' Transportation Act - Prohibits common carriers in interstate commerce from charging handicapped people more than half fare for their transportation during nonpeak period of travel. Establishes a specified basis of recovery to a common carrier who can show that it incurred a loss during any calendar year because of the requirements of this Act. Requires the Secretary of Transportation to give preference to applications for the Urban Mass Transportation Act made by public bodies and agencies which will adopt specially reduced rates during non rush hours for any handicapped person. (Adds 49 U.S.C. 1602 (f))
