Repeals the provision of the Social Security Amendments of 1977 which eliminates the monthly retirement earnings exemption under which an individual who earns less than a specified exempt amount in any month may receive full social security benefits under the Old-Age, Survivors, and Disability Insurance program for that month regardless of the amount of such individual's total earnings for the year.
