Summary

Amends the Railroad Retirement Act of 1974 to deny an individual an entitlement to an annuity until such individual has ceased rendering compensated service to an employer. Repeals the provisions which condition annuity payments upon an annuitant's: (1) relinquishment of all rights to return to the service of the last employer; or (2) cessation of compensated service to the last employer prior to the annuity's accrual date.
