Summary

Divests any court in the United States of jurisdiction to make any decision or issue any order which would require any pupil to attend a public school other than the one nearest his or her residence. Prohibits the withholding or threat of withholding any Federal financial assistance to schools in order to induce the implementation or continuation of any plan or program which would require any pupil to be assigned to a public school other than the one nearest his or her residence.
