Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to require that reports and payments by the States for voluntary agreements for coverage of State and local employees shall be made to the Secretary of the Treasury on a calendar-quarter basis no more frequently than the fifteenth of the second month following each calendar-quarter.
