Summary
Directs the Secretary of Health and Human Services to transfer to the University of Puerto Rico, without consideration, title to the Federal real property and improvements that constitute a center for research on primates that is located in the vicinity of Sabana Seca, in Puerto Rico. Directs the Secretary of the Navy to transfer to the University of Puerto Rico, without consideration, title to the Federal real property and improvements that are under permit from the Navy Department to NIH and that are located in close proximity to the center.
