Summary
Fishing Vessel Safety and Environmental Compliance Act of 1991 - Amends the Merchant Marine Act, 1936 to allow the use of amounts in capital construction funds for purchasing equipment or modifying a qualified vessel to comply with: (1) requirements under the Commercial Fishing Industry Vessel Safety Act; (2) Federal environmental laws; or (3) laws and regulations, including those relating to fishing vessel safety and the wholesomeness of seafood. Allows existing capital construction fund agreements to be amended on request to authorize such uses.
