Summary

Cable Rate Moratorium Act - Directs the Federal Communications Commission to: (1) prohibit any cable operator from imposing or collecting any increase in the rates for basic cable television service or for cable programming services above the rate in effect as of March 1, 1999; and (2) commence and report to the Congress on an inquiry on the extent of and causes for increases in such rates and services during the period between October 1, 1992, and March 1, 1999, as well as the extent to which cable television competition may be extended by Commission action. Makes the above prohibition effective until otherwise provided by an Act of Congress enacted after the submission of the required report.
