Summary
Authorizes the Secretary of the Interior to provide funds to the 17 contiguous Western States and the State of Hawaii to cover up to 80 percent of the cost of eliminating the hazards of open canals and drains by converting such canals and drains to closed conduits or by installing safety fencing around canals and drains which cannot be closed. States that the costs of such projects not covered by Federal moneys shall be provided for by the water users and State, county, or city governments.
