Summary

Directs the Secretary of Commerce to use the statistical method known as "sampling" when taking agricultural censuses. Authorizes the Secretary to use an alternative method with respect to data regarding the statistical classification of farms when "sampling" is not appropriate. Directs the Secretary, when using such an alternative method, to seek to reduce the time necessary to respond to census questions. Prohibits the Secretary from using any method which imposes unnecessary requirements upon persons responding to such questions.
