Summary

National Commission on Regulatory Reform Act of 1979 - Establishes the National Commission on Regulatory Reform to study the regulatory activities of the independent regulatory agencies of the Federal Government which have a significant economic impact on transportation, communication, financial institutions, or energy resources. Directs the Commission to: (1) determine the economic consequences of such activities; and (2) analyze the structure, effectiveness, and efficiency of each agency and the relationship of each agency's activities to those of State and local regulatory agencies. Requires the Commission to report its findings and recommendations to Congress and the President within one year. Terminates the Commission 90 days after submission of its final report.
