Summary
Amends the Migratory Bird Hunting Stamp Act to set the fee for Federal migratory-bird hunting and conservation stamps at $5, and authorizes the Secretary of the Interior to raise such fee to $7.50 if funds in the migratory bird conservation fund have been obligated. Amends the Migratory Bird Conservation Act to require the Secretary of the Interior to consult with State governors (rather than obtain their approval) prior to purchasing or renting lands with funds from the migratory bird conservation fund.
