Summary
Eliminates the prohibition against dealers removing pollution control emission devices under the National Emissions Standards Act. Provides that the motor vehicle emission standards prescribed under such Act shall not apply to any motor vehicle or motor vehicle engine manufactured during any model year beginning with model year 1974 and ending with model year 1980.
