Summary

Directs the Secretary of Health, Education, and Welfare to make grants to public and nonprofit private entities and to enter into contracts with public and private entities for research and development projects to focus and effectively apply scientific and technological efforts involving physical and engineering sciences to all facets of the delivery of health care, including projects for the refinement, development, and evaluation of instrumentation for the detection, diagnosis, and treatment of disease. States that for the purpose of making payments pursuant to grants and contracts under this section, there are authorized to be appropriated $150,000,000 for fiscal year 1974, $200,000,000 for fiscal year 1975, and $250,000,000 for fiscal year 1976.
