Summary

Stipulates that, in the case of any waters of the United States which are located wholly within a single State, the use of such waters prior to January 1, 1900, for transportation purposes in interstate commerce and the technological ability to make such waters navigable through extensive construction shall not be factors in determining the navigability of such waters with respect to specified laws relating to construction projects on such waterways and the deposit of refuse into such waters.
