Summary
Panama Canal Act Amendments of 1989 - Amends the Panama Canal Act of 1979 to set at a daily rate equivalent to level V of the Executive Schedule the compensation of members of the Supervisory Board of the Panama Canal Commission who hold no office with the governments of either the United States or Panama. Authorizes payment of the overseas recruitment or retention differential provided for in the Act to the Deputy Administrator and Chief Engineer of the Commission, if eligible. Provides for eligibility for and computation of retirement annuities for Commission employees. Prohibits the Commission from obligating or expending funds for construction of the Gaillard Cut widening project unless specifically authorized by law enacted after enactment of this Act.
