Summary
Appropriates funds to maintain the pay and benefits of any Federal employee or former employee for any day of a fiscal year for which such funds have not been appropriated to the responsible Federal agency. Declares that any expenditure made from such appropriations shall be charged to the responsible agency when the legislation providing funds to such agency is enacted. Includes members of the Armed Forces as Federal employees for purposes of this Act.
