Summary
Rural Development Consolidation Act - Transfers to the Department of Agriculture the functions of the Economic Development Administration of the Department of Commerce and the non-metropolitan portion of the community block grant program of the Department of Housing and Urban Development. Directs the Secretary of Agriculture to preserve the community block grant program as a separate and distinct organizational entity, into which the economic development program may be incorporated.
