Summary
Student Athlete Fairness Act of 2003 - Amends the Higher Education Act of 1965 (HEA) to prohibit institutions of higher education, that participate in any HEA title IV (Student Assistance) program and that have intercollegiate athletic programs, from: (1) imposing sanctions on student athletes who do not violate an intercollegiate athletic association's (ICAA's) rules or codes of conduct; (2) submitting to an ICAA's imposing sanctions on such student athletes; or (3) being a member of an ICAA that imposes sanctions on such student athletes. Includes the canceling or forfeiting of games among the sanctions which may not be imposed upon student athletes who did not commit the violations.
