Summary
Revises the Civil Rights Act by providing that nothing in the Act shall be construed so as to permit the curtailment or delay of Federal financial assistance to any local educational agency which operates its system of free public education on an exclusively open enrollment basis. Authorizes the Secretary of Health, Education, and Welfare to make grants to each local educational agency equalling 50 percent of the increased cost borne by such agency in establishing or operating an open enrollment basis school system.
