Adds competency, integrity, perserverance, and tenacity as elements of responsibility which must be certified to Government procurement officers with regard to the fitness of small business concerns to receive and perform a specific Government contract. Specifies that a concern or group of concerns which is disbarred, ineligible, or suspended under applicable law or regulation may not be authorized to receive and perform a Government contract.
