Amends the Contract Disputes Act of 1978 to require the Secretary of the Treasury to specify and publish in the Federal Register, during the six month period beginning on July 1, 1979, and during each six month period afterwards, the rate of interest to be paid on amounts due contractors on claims against the Government.
