Requires the Office of Personnel Management to have field offices in: (1) Atlanta, Georgia; (2) Boston, Massachusetts; (3) Chicago, Illinois; (4) Dallas, Texas; (5) Denver, Colorado; (6) New York, New York; (7) Philadelphia, Pennsylvania; (8) St. Louis, Missouri; (9) San Francisco, California; and (10) Seattle, Washington. Requires the Merit Systems Protection Board to have field offices in: (1) Atlanta, Georgia; (2) Boston, Massachusetts; (3) Chicago, Illinois; (4) Dallas, Texas; (5) Denver, Colorado; (6) Falls Church, Virginia; (7) New York, New York; (8) Philadelphia, Pennsylvania; (9) St. Louis, Missouri; (10) San Francisco, California; and (11) Seattle, Washington. Requires the Office of Special Counsel of the Merit Systems Protection Board to have field offices in: (1) Dallas, Texas; and (2) San Francisco, California. Requires the Federal Labor Relations Authority to have field offices in: (1) Atlanta, Georgia; (2) Boston, Massachusetts; (3) Chicago, Illinois; (4) Dallas, Texas; (5) Denver, Colorado; (6) the District of Columbia; (7) Los Angeles, California; (8) New York, New York; and (9) San Francisco, California. Authorizes the aforementioned agencies to have field offices in other locations as may be appropriate.
