Amends the District of Columbia Self-Government and Governmental Reoganization Act: (1) to permit the Council Chairman to engage in occasional teaching, writing, or lecturing, as determined by regulations passed by the Council; and (2) to except the Mayor, and the Chairman and members of the City Council, and certain of their employees, from the prohibition against specified political activities.
