Summary

Forbids any foreign assistance other than that relating to the production of food and nutrition, disaster relief, or military assistance. Exempts the Export-Import Bank of the United States and other United States contributions to international organizations. Requires that preferential assistance be given to countries promoting labor-intensive agriculture. Establishes in the executive branch a Commission on International Hunger Assistance. Requires such Commission to: (1) coordinate activities of the member agencies involving development to increase world food production; (2) develop programs to increase such activities; (3) monitor those activities and programs; (4) advise the President; and (5) report to the Congress each year concerning its activities. Terminates foreign assistance programs inconsistent with this Act.
