Summary

Hawaiian Islands Protection and Pollution Response Act - Requires the Secretary of Transportation to transmit to the Congress: (1) the provisions of international conventions and U.S. laws and regulations which reduce the risk of a vessel collision or incident resulting in environmental damage in the Hawaiian Islands; (2) the provisions of the National Contingency Plan for removal of oil and hazardous substances prepared under the Federal Water Pollution Control Act which enable the Secretary to respond to an oil pollution incident affecting the Hawaiian Islands; (3) a list of pollution exercises that have been, and are scheduled to be, conducted in the Hawaiian Islands under such Plan; and (4) a review of all Federal, State, and local studies conducted on the hazards of shipping operations and the environmental risks such operations pose to the Hawaiian Islands based on the status and recommendations of such studies. Requires the Secretary of Commerce to report to the Congress on the Secretary's capability and authority to assess damage to natural resources in the Hawaiian Islands.
