Summary

Public Service Satellite Communications Act - Establishes a public service communications satellite research, development, and demonstration program. Establishes an office within the National Aeronautics and Space Administration to manage such program in cooperation with the Secretary of Commerce. Requires the Administrator of the National Aeronautics and Space Administration and the Secretary to transmit to the Congress a comprehensive plan for such program not later than September 30, 1979. Establishes the Public Service Satellite System Advisory Council to advise the Administrator and Secretary in the performance of their duties.
