Summary

Higher Education Technical Equipment Grant Act - Amends the Defense Production Act of 1950 to direct the President to take immediate action to develop and implement a grant program to assist colleges, universities, and other institutions of higher education in obtaining and installing modern equipment to be used to train professional, scientific, and technical personnel needed in industries identified by the President. Requires that all students and faculty studying, teaching, or conducting research at such an institution of higher education have access to such equipment for use in accordance with such institution's regulations and practices. Allows any institution of higher education to apply for such a grant to a Federal department or agency designated by the President. Requires that such applications certify the cost of equipment purchase and installation and contain other information deemed necessary by the President. Provides that institutions whose applications are approved may be required to match up to 50 percent of the cost of equipment purchase and installation. Requires that such purchase be by competitive bidding. Provides that, at the discretion of the President, equipment may be provided to institutions of higher education under provisions of such Act for equipment for "industrial facilities." Authorizes appropriations for FY 1983 through 1987, to remain available until expended.
