Summary
Amends the Solid Waste Disposal Act to prohibit the reissuance of a permit for a landfill in a densely populated area if residents in the vicinity of such landfill were relocated before January 1, 1985, because of a release or threatened release of any hazardous substance and the landfill, at any time after January 1, 1985, would qualify for inclusion on the National Priorities List under the National Contingency Plan if the Hazard Ranking System were applied.
