Summary
Authorizes and directs the Secretary of Commerce to develop and collect information with respect to foreign direct and foreign portfolio investment activities in the United States. Sets forth specific elements of such study to be included by the Secretary in his report. Requires the final report of such study to be submitted to the Congress within two years after the enactment of this Act. Authorizes the appropriation of $1,000,000 for fiscal year 1974, and $1,000,000 for fiscal year 1975, to carry out the purposes of this Act.
