Coastal Barrier Resources Reauthorization Act of 1999

Summary

Coastal Barrier Resources Reauthorization Act of 1999 - Amends the Coastal Barrier Resources Act to authorize the Secretary of the Interior to add any parcel of real property to the Coastal Barrier Resources System if the parcel's owner so requests and the parcel consists of at least five acres of a depositional geologic feature described in specified provisions. Removes provisions including flood insurance in the definition of "financial assistance." Authorizes appropriations to carry out the Act. Requires reports to a specified committee of the House of Representatives on: (1) areas that are identified as otherwise protected areas on System maps but do not constitute otherwise protected areas under the definition of that term in the Coastal Barrier Improvement Act of 1990; and (2) the rate and patterns of development of coastal barriers, including patterns inside and outside the System. Mandates a pilot project and report to a specified House of Representatives committee on the feasibility and cost of creating digital versions of System maps. Authorizes appropriations.
