Summary
Authorizes the Secretary of the Army, acting through the Chief of Engineers, to conduct a study of nonstructural alternatives to the Trinity River project in Texas. Requires the Secretary to investigate the feasibility of establishing a natural greenbelt system throughout the watershed as part of such study. Requires consideration of nonstructural flood plain management in connection with the study. Requires that public hearings be held to solicit viewpoints on the development of such a plan. Authorizes the delay of construction on projects which would reduce the effectiveness of any non-structural alternatives pending completion of the study. Authorizes the appropriation of $500,000 to carry out the provisions of this Act.
