Summary

Halibut Conservation and Management Act - Transfers the International Pacific Halibut Commission's research and management functions to the National Marine Fisheries Service. Specifies that the management responsibilities shall be vested with the appropriate Regional Fisheries Management Councils, and the research responsibility with the Northwest and Alaska Fisheries Center. Directs the Departments of Commerce and State to continue to exchange Pacific halibut management data with the Government of Canada. Specifies activities to be included in the Service's continuing research program regarding the conservation and management of Pacific halibut. Authorizes appropriations not to exceed $1,000,000 for fiscal year 1980 to carry out the purposes of this Act. Repeals the Northern Pacific Halibut Act of 1937.
