Summary
Authorizes the Secretary of the Interior to transfer to the Elephant Butte Irrigation District, New Mexico, and El Paso County Water Improvement District No. 1, Texas, title to certain rights-of-way acquired by the United States on behalf of the Rio Grande project that are used solely for serving the lands of the respective District and that the Secretary determines are necessary to enable the Districts to carry out operation and maintenance with respect to the portion of the project to be transferred. Authorizes the transfer to the Districts of the title to such rights-of-way located in New Mexico that are used for jointly serving them upon agreement by the Secretary and both Districts.
