Summary
Vocational Opportunities and Instruction through Cooperative Education Act of 2005 - VOICE Act of 2005 - Authorizes the Secretary of Education to enter into a partnership with a qualified local educational agency to conduct a model school-to-work program. Requires such program to: (1) provide course credits to secondary school students who participate in work-based learning experiences in the public or private sector; (2) ensure that such students are paid at least the minimum wage under the Fair Labor Standards Act of 1938 for such work; and (3) not require, or give credit for, any such work exceeding 20 hours a week. Requires participating students to have: (1) no criminal background; (2) a grade point average of 2.0 or higher; and (3) a satisfactory record of school attendance.
