Summary
Amends the Federal criminal code to establish penalties for any parent who is not entitled to custody of a minor child and who: (1) transports in interstate or foreign commerce such child without the permission of the parent with legal custody or willfully retain such child after a period of legal custody; or (2) induces such child to leave the other parent by means of a facility of communication in interstate commerce or by means of the mail.
