Summary
Amends the Marine Mammal Protection Act of 1972 to prohibit the issuance of permits thereunder which authorize the taking of marine mammals in connection with commercial fishing. Amends such Act to grant the Secretary of the Interior exclusive jurisdiction over such Act (presently the Secretary of the department in which the National Oceanic and Atmospheric Administration is operating has authority with respect to members of the order Cetacea and Pinnipedia).
