Summary

Amends the Commodity Credit Corporation Charter Act to prohibit the use of Commodity Credit Corporation funds to finance ocean freight charges for the export of farm commodities to the extent such charges are higher than they otherwise would be because of a requirement that the commodities be transported in U.S.-flag vessels. Directs the Department of Defense to pay such increased charges. Authorizes appropriations.
