A bill to amend title XVI of the Social Security Act to provide for emergency assistance grants to recipients of supplemental security income benefits, to authorize cost-of-living increase in such benefits and in State supplementary payments, to prevent reductions in such benefits because of social security benefit increases, to provide reimbursement to States for home relief payments to disabled applicants prior to determination of their disability, to permit payment of such benefits directly to drug addicts and alcoholics (without a third-party payee) in certain cases, and to continue on a permanent basis the provision making supplemental security income recipients eligible for food stamps.

Provides, under title XVI of the Social Security Act, for emergency assistance grants to recipients of supplemental security income benefits. Permits payment of such benefits directly to drug addicts and alcoholics (without a third-party payee). Continues on a permanent basis the provision making supplemental security income recipients eligible for food stamps. Requires applications for benefits under this title to be acted upon within 30 days after filed. Makes changes in eligibility of separated spouses for benefits under this title. Allows judicial review of decisions of the Secretary of Health, Education, and Welfare as to eligibility for and amounts of benefits under this title.
