Summary

Authorizes the President to appoint and fix the pay of: (1) not more than thirty-five administrative and staff assistants in the White House Office and the Executive Residence at respective rates not more than the rate of basic pay than currently in effect for level II of the Executive Schedule; and (2) other administrative and staff assistants in the White House Office and the Executive Residence at respective rates not more than the maximum rate of basic pay then currently paid under the General Schedule. Authorizes the President to: (1) procure services of experts and consultants; and (2) procure goods and administrative services necessary in connection with the performance of his official duties (including maintenance, operation, and preservation of the Executive Residence). Authorizes appropriations for each fiscal year to the President and Vice President for carrying out specified duties and responsibilities. Authorizes to be appropriated to the President each fiscal year such sums as may be necessary to enable the President, in his discretion, to respond to and deal with emergencies involving the national interest, security, or defense which may arise. Increases, from $40,000 to $100,000 per year, the maximum amount authorizable for traveling expenses of the President.
