A bill to freeze all United States assistance for the Nicaraguan democratic resistance until the special congressional investigations into the arms sales to Iran and other matters have been completed and the General Accounting Office has accounted for all the $27,000,000 appropriated in 1985 for humanitarian assistance for the Nicaraguan democratic resistance, and to require that if assistance for the Nicaraguan democratic resistance is resumed, it be reduced by the amount of any illegal assistance provided from the proceeds of the arms sales to Iran.

Summary

Freezes all U.S. aid for the Nicaraguan democratic resistance until the Congress enacts a joint resolution declaring that: (1) specified Select Committees have completed their investigations into the arms sales to Iran and U.S. aid to the Nicaraguan resistance; and (2) the Comptroller General has been able to account for all of the "humanitarian assistance" provided to the Nicaraguan resistance by the Supplemental Appropriations Act, 1985. Reduces the amount of U.S. assistance to be given to the Nicaraguan resistance by the amount, if any, of the proceeds from the arms sales to Iran which the Congress determines was illegally used for assistance to the Nicaraguan democratic resistance.
